[LakelandARC] Name Badges

Why doesn't the Board adopt a policy that any member could (1) get a single
replacement for a lost badge with the same call, and (2) get a replacement
for an upgraded/changed call, paid by the club.

I think the good will advantage would outweigh whatever it would cost.
