It includes the closing of 11 offices. "The proposal will improve efficiency, better position the agency to do effective radio interference detection and resolution and meet other enforcement needs, and save millions of dollars annually after implementation is complete," it stated. Plans to scale back had generated controversy and strong reactions in the industry, and the plan has been modified since it was first floated. It will require all field agents to be electrical engineers. Six compliance specialists will lose their jobs as a result. Field offices will continue in Atlanta, Boston, Chicago, Columbia (Md.), Dallas, Denver, Honolulu, Los Angeles, Miami, New Orleans, New York, Portland (Ore.), and San Francisco. Closing down will be offices in Anchorage, Buffalo, Detroit, Houston, Kansas City, Norfolk, Philadelphia, San Diego, San Juan, Seattle, and Tampa. "The Enforcement Bureau will maintain a field presence in Alaska and Puerto Rico and field agents will also rotate periodically through Kansas City. In addition, three offices will relocate to FCC-owned properties nearby to better utilize agency resources." Rapid deployment "tiger" teams will be stationed in Columbia (Md.) and Denver to "supplement the enforcement efforts of other field offices when necessary and support high-priority enforcement actions nationwide." The commission said the current structure of field operations is over 20 years old, "during which time significant technological changes have taken place and available funding has decreased." It said the new structure was adopted after the Enforcement Bureau, Office of the Managing Director and outside consultants studied the problem. Some including the Society of Broadcast Engineers have criticized the openness of that process. Interference concerns also have been a common theme among critics of the original proposal. But in announcing the vote, the FCC stated: "The field reorganization plan adopted by the commission today aligns the field's structure, operations, expenses, and equipment with the agency's priorities such as radio frequency interference. Among the forces of nature there are two that specifically apply in this discussion Gravitational force. The natural gravitational force is created by the total the mass of the earth you stand on. Your body also has a mass and your weight is a number representing the ratio of your body mass and the earths mass you stand in. (altitude not considered). Magnetic forces. Magnetic forces are believed to be created by the electron flow within the moving magma within the earth. Normally these forces are North and South but the magma is constantly changing flow and direction. A magnetic Dip Needle measures the angular difference between earths center of gravity and the direction of magnetic flux (at any one point) Because there in no gravitational reference, that can be no such thing as a Gravity Dip needle. The earths CG is the reference. A precision scale (balance) Joe G Richardson claims knowledge of a precision balance type scale going out of balance in the area between Coral Castle and Corkscrew marsh (Florida). A precision balance scale is always leveled with a spirit level mounted to the scale base. The exact same gravitational force will be applied to the pans (6 inches away). A test for this is the same as for a spirit level, Reverse it's direction, an error (if any will be indicated X2 ) I is absolutely impossible, to even detect any gravitational variations via this method. Distribution of mass (within the earth) could concievably support the Joe's concept, but a balance scale would not be sensitive to it. Before I close, to go deeper. A spring scale (corrected for temperature and pressure would use the spring for reference. The only tool that Leedskalnin spoke of using was a "perpetual motion holder". Leedskalnin built the original castle, in Florida City, around 1923. on land purchased from Ruben Moser. Note: Florida City, borders the Everglades , and was the southernmost city in the United States that was not on an island. It was an extremely remote location with very few travelers. About 1936 , Leedskalnin moved the castle to its present location on 28655 South Dixie Highway Miami, FL 33033. It took three years to move the castle 10 miles north to its current location in Homestead, Florida. At the new location, Leedskalnin charged visitors ten cents a head to tour his castle grounds. When asked him *how he made the castle.* He would simply answer "*It's not difficult if you know how.*" When asked *why he had built the castle,* Leedskalnin would vaguely answer it was for his "Sweet Sixteen." This is widely believed to be a reference to Agnes Skuvst (whose oft-misspelled surname "Scuffs" is not even a legitimately formed Latvian word). Note: Apparently Leedskalnin wrote and published a number of books and in one publication /A Book in Every Home/ he implies his "Sweet Sixteen" was more an ideal than a reality. According to a Latvian account, the girl existed, but her name was actually Herm?ne L?sis. Leedskalnin became ill in November 1951, he suffered a Stroke and died of Pyelonephritis (a kidney infection) at the age of 64. His death certificate noted that his death was a result of "uremia ; failure of kidneys, as a result of the infection and abscess." While the property was being investigated, $3,500 was found among Leedskalnin's personal belongings. Leedskalnin had made his income from conducting tours, *selling pamphlets about various subjects (including magnetic currents).* Having no will , the castle became the property of his closest living relative in America, a nephew from Michigan named Harry.
