A new option for the Radio Merit Badge is Amateur Radio Direction Finding (ARDF). ARRL ARDF Coordinator Joe Moell, K0OV, said he's "really excited" about the move, and he credited Jamboree on the Air Coordinator (JOTA) and K2BSA trustee Jim Wilson, K5ND, with being the "spark plug" behind the ARDF addition. "Jim visited a training session at the USA ARDF Championships in Texas last April and realized what an excellent activity that on-foot hidden transmitter hunting can be for Scouts," Moell recounted. "Working with Brian Coleman, KB0MAP, Jim authored the new ARDF Radio Merit Badge syllabus, which was then reviewed by several leaders of US ARDF community." A first draft of the new merit badge pamphlet is anticipated later this month or in early February. Moell said the new merit badge requirements should become effective just in time for the July 2017 National Scout Jamboree in West Virginia, where an ARDF course and equipment will be available to Scouts of all ages. He also hopes there could be a role for ARDF in JOTA. The Radio Merit Badge ARDF option combines orienteering and foxhunting and opens a new interactive component to this program. Other new Radio Merit Badge options include cellular telephones and different types of radio modulation. Key requirement being dropped from the Radio Merit Badge include open, closed, and short circuits, as well as schematic symbols and components, because these are covered in the Electricity and Electronics Merit Badges. Just recently I read somewhere online that Florida Amature's were limited to a transmission output power of no more then 50 watts within any geographical boundaries of Florida. The reason being is due to Florida having an over abundance of meany military bases or something like that? Is this true? All I could find is: CFR47 part 97.313(f): (f) No station may transmit with a transmitter power exceeding 50 W PEP on the UHF 70 cm band from an area specified in paragraph (a) of footnote US270 in ?2.106, unless expressly authorized by the FCC after mutual agreement, on a case-by-case basis, between the District Director of the applicable field facility and the military area frequency coordinator at the applicable military base. (Not that I don't like to visit with all those nice smiling DMV agents)? I downloaded the online application form, filled it out, mailed it with a check to Tallahassee and, in what seemed to be a rather quick turnaround time, I got my new Amateur license plates in the mail. Multiple trips to DMV, big $$$ fees, clueless DMV agents, multiple phone calls to Tallahassee, letter writing, first visit TWO hours and then a second visit FOUR hours in the Lakeland DMV office....?? Once I finally got everything resolved, the local Lakeland DMV office, very apologetically,? provided me with a written letter of apology and documentation of THEIR error which resulted in Tallahassee issuing me a hefty refund in FULL! I get email and phone calls from people all over the state asking for assistance with plate purchases. Some have been quoted prices that exceed $100. This all comes about because of very poor training of workers in the tax collector's office. At least in Polk County most of the people working in the tax collector's office will not give up and will finally call Tallahassee for guidance. N9HF, over in Daytona got an exemption for EME. I think 15 degrees was specified on his exemption. But, it is not automatic - you have to apply for the exemption. The further away you are from Kennedy Space Center, the easier the exemption is to obtain. It is 50 watts into the antenna. So, you can allow for feed line loss. I run about 75 watts into the heliax and get about 40 into the antenna. I have never applied for an exemption.
