I see what you mean. Until I get to the bottom of this please go to http://lakdlandarc.blogspot.com Once there click on the menu button to the right labeled LARC Web Site, and then on General meeting notes. You will then be brought to the correct page on Yahoo. The file you want is on top. This is a first. I will try to get it fixed.

Subject: Chet Carruth Recovering

Chet Carruth has just undergone quadruple bypass surgery, and is recovering at the Winter Haven Hospital. I just left him, and he is in good spirits. The plan is that he remain in the hospital until Monday the 9th. He is able to have visitors and has access to the phone. 

Today is also Chet's Birthday, so Happy Birthday Wishes are in order as well.

The Boy Scouts of America (BSA) have

the requirements for the Radio Merit Badge for 2017, although a formal
announcement is pending the publication of the 2017 Boy Scouts Requirements
pamphlet. A new option for the Radio Merit Badge is Amateur Radio Direction
Finding (ARDF). ARRL ARDF Coordinator Joe Moell, K0OV, said he's "really
excited" about the move, and he credited Jamboree on the Air Coordinator
(JOTA) and K2BSA trustee Jim Wilson, K5ND, with being the "spark plug"
behind the ARDF addition.

"Jim visited a training session at the USA ARDF Championships in Texas last
April and realized what an excellent activity that on-foot hidden
transmitter hunting can be for Scouts," Moell recounted. "Working with Brian
Coleman, KB0MAP, Jim authored the new ARDF Radio Merit Badge syllabus, which
was then reviewed by several leaders of US ARDF community."

A first draft of the new merit badge pamphlet is anticipated later this
month or in early February. Moell said the new merit badge requirements
should become effective just in time for the July 2017 National Scout
Jamboree in West Virginia, where an ARDF course and equipment will be
available to Scouts of all ages. He also hopes there could be a role for
ARDF in JOTA.

The Radio Merit Badge ARDF option combines orienteering and foxhunting and
opens a new interactive component to this program. Other new Radio Merit
Badge options include cellular telephones and different types of radio
modulation.

Key requirement being dropped from the Radio Merit Badge include open,
closed, and short circuits, as well as schematic symbols and components,
because these are covered in the Electricity and Electronics Merit Badges.

The BSA also made some minor editorial changes and reordered requirements
for the Amateur Radio option. The radio broadcasting option now includes
Internet streaming, regulations and power levels. A medium-wave and
shortwave listening option includes both types of listening, as well as
listening via streaming services on a smart phone.

The BSA has posted a  <http://www.k2bsa.net/radio-merit-badge-2/> list of
frequently asked questions (FAQs). Scouts are encouraged to follow the new
requirements, although the guidelines may allow use of the previous
requirements in some cases.

 I moved to Central Florida last year. Just recently I read somewhere online that Florida Amature's were limited to a transmission output power of no more then 50 watts within any geographical boundaries of Florida. The reason being is due to Florida having an over abundance of meany military bases or something like that?

Is this true? 
 

 All I could find is: CFR47 part 97.313(f):
 
(f) No station may transmit with a transmitter power exceeding 50 W PEP on the UHF 70 cm band from an area specified in paragraph (a) of footnote US270 in ?2.106, unless expressly authorized by the FCC after mutual agreement, on a case-by-case basis, between the District Director of the applicable field facility and the military area frequency coordinator at the applicable military base. An Earth station or telecommand station, however, may transmit on the 435-438 MHz segment with a maximum of 611 W effective radiated power (1 kW equivalent isotropically radiated power) without the authorization otherwise required. The transmitting antenna elevation angle between the lower half-power (?3 dB relative to the peak or antenna bore sight) point and the horizon must always be greater than 10?.

US270 In the band 420-450 MHz, the following provisions shall apply to the amateur service:

(a) The peak envelope power of an amateur station shall not exceed 50 watts in the following areas, unless expressly authorized by the FCC after mutual agreement, on a case-by-case basis, between the District Director of the applicable field office and the military area frequency coordinator at the applicable military base. For areas (5) through (7), the appropriate military coordinator is located at Peterson AFB, CO.

Amateur Radio is a secondary user of the 70cm band. The Military is the primary I believe they have radar that uses the same freqs and with as many bases that are in Florida therefore the restrictions

After spending over an hour at the tag agency yesterday before successfully
applying for an Amateur license plate, I thought it might be worth sharing
that the State of Florida Specialty Plate code for amateur plates is "RGA."
It took 4 clerks almost 45 minutes, and a phone call to the state level to
figure out which code they needed to enter into their computer system for
the application. So, if you run into the same issue... save yourself some
time and remember "RGA"

I applied for my plates last year after we moved here from NJ and avoided any trip to the local office.? (Not that I don't like to visit with all those nice smiling DMV agents)? I downloaded the online application form, filled it out, mailed it with a check to Tallahassee and, in what seemed to be a rather quick turnaround time, I got my new Amateur license plates in the mail. It was an easy process.

FYI - Now, for those of you who would like really a good DMV story while enjoying a cold pint in the local pub with me, registering my two antique military vehicles under a rather obscure Florida "no-expiration one-time-fee" registration provision, THAT was a HUGE nightmare. Multiple trips to DMV, big $$$ fees, clueless DMV agents, multiple phone calls to Tallahassee, letter writing, first visit TWO hours and then a second visit FOUR hours in the Lakeland DMV office....?? Once I finally got everything resolved, the local Lakeland DMV office, very apologetically,? provided me with a written letter of apology and documentation of THEIR error which resulted in Tallahassee issuing me a hefty refund in FULL! Amazing. Quite the story.? Amateur radio plates are certainly much easier.? 


Such attention to detail, we ham radio types are a royal pain, aren't we???? (Matt, "almost an hour"? ... you got off easy. LOL)

It does show up in a Google search and directs people to the Lake Wales  
Club site, LWRA.US.    I get email and phone calls from people  all over the 
state asking for assistance with plate purchases.  Some have  been quoted 
prices that exceed $100.  This all comes about because of very  poor training 
of workers in the tax collector's office.  At least in Polk  County most of 
the people working in the tax collector's office will not give up  and will 
finally call Tallahassee for guidance.  The local tax collectors  simply do 
not provide enough training and most employees think the Amateur Radio  tag 
is the same as a "Save The Manatee" etc. tag.

Yes, it includes all radios operating in the 70cm band- with a special exception for Satellite/EME stations using antennas aimed above a certain elevation (10? or 15? if I remember correctly)

I find it funny that they wont let me use my PO Box for my drivers license anymore but they send other stuff to the PO Box. They could not change it since they already hit "enter" button to process the plate request. As for centering the callsign. Oh brother the DMV clerk must have spent 10 minutes trying then gave up. So we will see how it is aligned when it gets here. i can just see it coming in as " A ?A4CB"

call sign in the image."
Most likely it will come back properly centered, but the clerk CAN  make a

Getting an exemption, here in Central Florida is tough. N9HF, over in Daytona got an exemption for EME. I think 15 degrees was specified on his exemption. But, it is not automatic - you have to apply for the exemption. The further away you are from Kennedy Space Center, the easier the exemption is to obtain. It is 50 watts into the antenna. So, you can allow for feed line loss. I run about 75 watts into the heliax and get about 40 into the antenna. I have never applied for an exemption. I seem to do about as well as the guys running 500 watts, anyway

I tried to join Thursday Traders meeting, but could only hear and not Transmit. Wondering if anyone could advise or look at my Current RT Programming file to see if I have setup LARCs K4LKL repeater correctly; Thank you in advance

Make sure you have the offset correct
Should be  a negative  -
. 600
And PL / ctcss tone is on & set for 127.3

Also just a hint
All 2 meter < 145 &146 >  repeaters have negative offset  &
All 147 repeaters have a positive  +  Offset
ONLY exception is 147.000
It can use a  +  or  -   offset

I have spoken to the supervisor who oversee the inmates who makes the plates for us and he says they automatic centers the callsign on the tag.you don't need to indicate center callsign on plate it's automatically centered

When I received my N2TE plates, the characters were nicely centered on the plate and I did not request centering. FYI

Actually, the real reason you ask the clerk to request centering is because 
 it never centers on her computer and she is already confused enough.  When 
 she requests centering, it makes her feel better and you're out of the tag 
 office a lot quicker.
