[LARC-CQ] Welcome new list members!

Hi folks,

I just wanted to drop a quick note to the CQ@ list to welcome the new
members who've joined since the last email to the list on 2018-05-14.
This list is not seeing a whole lot of action yet, but still on par with
the Yahoo group, so given the gap since the last message I thought it
prudent to send a 'welcome!' message to new members.
