"There is actually quite a bit of controversy surrounding the creation of the two-way radio. There were signals broadcast back and forth in the late 1800's and early 1900's mainly on the seas, including on the Titanic. Various accounts both blame, and credit radio for costing or saving lives.

The first two-way radio as we know it is credited to Frederick William Downie of the Victorian Police in Australia, although different sources make this unclear. Constable Downie introduced two-way radio to patrol cars in 1923. The Radio is said to have taken up the entire back seat of the car at the time."
