Although the government may be shut down, amateur radio licensing exams are still moving forward. Yes, the processing of new licenses may be delayed, you can still be active with an upgraded license immediately.
Although we don't hear many people using /AG and /AE anymore because of the speed licenses have been processed, we may hear it more as people upgrade during the shutdown and take advantage of their newly earned privileges immediately.
The LARC sponsored VE Team will be happy to see you at tonight's session to provide exams for your upgrade. And, even if you cannot get an FRN number and want to take a test to be a new radio amateur tonight (normally a pre-requisite for taking an exam), we have a special procedure offered by our Laurel VEC to allow someone who is ready to take their Technician Exam.
LARC VEC Teams will test applicants who do not have an FRN. This is a short-term policy change designed to address the FCC’s limitations on CORES during shut down. It is the successful applicant's duty to let the Team Leader know when the applicant has an FRN. The Team Leader will submit a supplemental ENC file to the Portal to request processing of the applicant's new license once the applicant informs the Team Leader of the new FRN. Laurel VEC Teams will prepare and submit uploads for affected applicants who obtain FRN during the period when their CSCE is valid. A CSCE is valid for 365 days, including those CSCE issued to applicants not having an FRN. Applicants who fail to obtain FRN within 365 days of their test date must retest.
We have a procedure to handle those who cannot get an FRN and this exception to not having one will be made only while the shutdown continues, so if someone is ready to become a new ham, we will take the steps necessary to make sure they have a good experience during this time.
