Request for help

Gary Perkins would like some help with the following:

 He has a computer dongle called a DV4 mini. It allows you to use the internet to effectively extended your digital portable to a worldwide device. he has been able to make it work on DMR but I can't seem to transmit on D-Star and is not sure he has his radio programmed properly.
 

 Can someone help? It would be greatly appreciated.
